2.ENFORCEMENT OF OBSTRUCTION PENALTIES.
3.PRIOR TO ANY OTHER CHANGE CONSIDER THE REMOVAL OF THE TWO LINE OFF SIDES.
THE EFFECT OF THESE CHANGES WILL IMPROVE THE FINANCIAL PERFORMANCE OF THE LEAGUE WHILE SIMULTANEOUSLY PROTECT A PLAYERS HEALTH.
